Дорогі пластуни та приятелі Пласту!

Кожного року, пластуни всіх віків очікують участь у літних пластових таборах. Останнього року, табори відбулися віртуально та ми надзвичайно вдячні за творчість та зусилля пластунів, виховників, та батьків, що їх провели. Зацікавлення цього року віддзеркалює надію на наочні табори.

Згідно вказівок від Крайової Пластової Старшини (КПС), Окружні Таборові Комісії (ОТК) Нового Соколу, Писаного Каменя, та Вовчої Тропи розроблюють двоякі пляни щодо можливостей провести табори. Перший плян – їх проводити на оселях, хоча в зміненій формі, а другий – провести віртуальні табори, якщо обставини не дозволяють на наочні окружні.
Для того, щоб можна провести табори є потреба розробити не тільки програму зайнять, але і плян безпеки для таборовиків, булав, таборового проводу, медичної опіки, працівників та інших. Деякі важливі питання потрібно вирішити на науковій підставі, але подаємо деякі можливі вимоги:

• Всі обов’язково будуть дотримуватися вимог, щодо маскування, дотримування відстані, миття рук, слідкування за температурою та симптомами COVID-19 та інших заходів. Будь яка особа, котра не дотримується вимог змусить залишити оселю та не має право повернутися.
• Раз таборовики, булави та всі інші залишуть оселю на будь який час, вони не мають права повернутися на оселю
• Порядок для в’їзду та від’їзду таборовиків не дозволятиме батькам або іншим входити або перебувати на оселях, та не буде дозвілля.
• Доступ на оселю матимуть тільки особи, які мають доказ закінення курсу щеплення (від 16 літ), та тестовий вислід негативний на коронавірус. Тести на коронавірус будуть проведені для всіх на оселі.
• Таборовики будуть проводити всі зайняття та спати в шатрах або бараках із додатковим віддаленням тільки зі своїми роями або гуртками у виді маленьких постійних груп (pods), щоб зменшити можливість захворювання.
• Денний порядок на оселях виглядатиме інше. Майже всі заняття будуть відбуватися надворі та не включатимуть зайняття в яких дотримання відстані або інші вимоги не можливі.
• На таборі буде додаткова медична та інша допомога, щоб слідкувати за здоров’ям всіх та дотриманням вимог, чистити все, що торкатимуть в кухні, бараках та інших будинках, або підчас зайнять.
• Особа із симптоми COVID-19 або в других членах сім’ї не приїжджати на оселю. Раз на оселі, особа зі симптомами піде в карантину в відокремленому місці та повернеться додому коли це безпечно. Є можливість, що потрібно буде раніше закрити табір, якщо буде захворювання.

Є дуже багато питань, які потрібно вирішити окрім поданих, та потреба на чіткі вказівки, вимоги та наступні кроки. Невідомо коли буде рішення щодо дозволу місцевих урядів на проведення таборів (camping permits). ОТК плянують використовувати електронні форми, щоб полегшити реєстрацію. Обов’зково, будуть Зумстрічі або інші заходи, щоб пояснити пляни та відповісти на питання.

У найближчому майбутньому планується короткий запитник, щоб довідатися про зацікавлення в таборах, або на оселях, або віртуальних. Зрозуміло, що дехто а нетерпінням чекає на наочний табор, та дехто, що в будь якому разі не схоче посилати дітей на табір. Просимо швидко відповісти на запитник, щоб поінформувати дальші кроки.
Багато дечого змінилося від останнього року та є більше інформації та досвіду. Ми дальше слідкуємо за новинами та поділимося додатковою інформацією. Навіть в найкращому випадку є можливість, що в останній хвилині може бути кардинальна зміна через поширення нового варіянту або з інших причин, яка доведе до відкликання таборів. Наша перша відповідальність все ж таки – спокійно дотримуватися вказівок CDC та місцевих урядів, щоб зберегти здоров’я всіх пластунів та суспільства та ограничити дальший зріст захворювань та сполучені наслідки.

Dear Plastuny and Friends of Plast!

Every year, plastuny of all ages anxiously await the arrival of Plast summer camps. Last year, the camps were virtual, and we are extraordinary grateful to the organizers, leaders, plastuny, and parents, who made this possible. Many have expressed an interest in and hope for holding traditional camps this year.
The leadership of the three Plast camps (OTK), Novyj Sokil, Pysanyj Kamin, and Vovcha Tropa, in accordance with guidance from Plast USA national leadership (Krayova Plastova Starshyna/KPS), have been using a two option planning process for this summer. The first, to hold in-person camps, albeit in an altered format, and the second, to hold virtual camps, if in-person camps are not possible.

Holding a residential camp requires not just a program of activities, but also a safety plan, which addresses the reality of COVID-19, for the campers, administration, camp leadership and counselors, medical and other staff and others. It is important to use best available scientific information and guidance to make decisions about summer camps. Below are some likely requirements for holding a residential camp:

• Everyone will agree to and comply with all prevention requirements, including wearing of masks, hand washing, distancing, daily temperature and symptom tracking, and other steps. Anyone, who does not strictly follow these requirements will be asked to leave the oselia, and not be allowed to return.
• Any camper, staff of other person, who leaves the grounds of the camps (oselia), will not be allowed to return to the oselia.
• The drop off and pick up of campers will be strictly defined, and not allow parents to exit their vehicles nor stay on the grounds of the oselia. Visiting by parents or friends will not be allowed during the week or weekends (dozvillia).
• Entry to the oselia will require that all adults (from 16 years of age) be vaccinated, and that all campers, staff, parents or others provide proof of a negative COVID-19 test, taken within 72 hours of arrival. There will be a plan for COVID testing during the camp for all persons on the oselia to detect and manage potential infections.
• The campers will conduct their activities and sleep in tents or buildings with required distancing, with only their small group/pod (riy or hurtok) throughout the camp to reduce the risk of infection and/or quarantining.
• The program of activities will look different from previous camps. Nearly all activities will be held outdoors and will exclude activities that might put campers or staff in less than recommended distancing.
• There will be additional medical and other support staff to track daily temperatures and other health indicators, to conduct thorough cleaning of touch surfaces or objects, and other tasks.
• Anyone with symptoms of COVID-19 or in the immediate family should not come to camp. Once there, if COVID-19 symptoms appear, the individual will be quarantined in a separate area, and will return home, when safe to do so. It is also possible that it may be necessary to close the camp, should there be an outbreak of COVID-19.

There are still many issues that need to be addressed, and a need for clear directions, requirements and nest steps. It is not clear when or if camp permits, which are required to operate a camp, will be issued. In the meantime, the three ОТК will be using electronic registration forms to streamline the process. There will also be Zoom or other virtual meetings to share OTK plans, and to answer questions.

Shortly, parents and other interested persons will receive a short survey about interest in holding summer camps, be they in-person and virtual. Clearly, there are those, who are ready to send their children to and participate in a residential camp. Understandably, there are also those parents, who will not feel comfortable sending their children away to camp. Please respond to the survey at your earliest to help guide next steps.

The last year has seen many changes, we’ve learned much about COVID-19 and protecting ourselves and our loved ones, and immunization is on the upswing. We will continue to follow new developments and will share them with you. Even in the best case scenario there is a very real possibility that, at the last minute, there may be serious developments, including the spread of a new coronavirus variant, which would warrant calling off the camps. Our primary consideration is to maintain the health of all plastuny, their families and their communities by following the guidelines of the CDC and local authorities to limit the transmission and consequences of infection with the novel coronavirus.
